Speech by Councillor Farouk Bhayat, Speaker of Mogale City Local Municipality at Mogale Correctional Services. The Hope Winter project donates to needy children in Mogale City.

I would like to extend an invitation to everyone here to attend the Mogale City Arts and Cultural Festival, which will have a focus on women in local government. Mogale City Local Municipality is hosting this festival to honour and celebrate women. The Executive Mayor Advocate Lentswe Mokgatle hosts this festival.

Some of the artists that will be performing are Carlos Malta from Brazil, Sibongile Khumalo, Judith Sepuma, Rebecca Malope from South Africa and Marsha Moyo from Zambia. All these national and international artists will be performing at Coronation Park in Krugersdorp on Sunday 24 August 2003.

A business and craft exhibition will take place from Wednesday 20 to Sunday 24 August 2003 at the market hall at Mogale City Local Municipality premises. On Saturday, you can attend a carnival in the Krugersdorp town. This festival is all about celebrating women because this a month dedicated to women.

We are celebrating women because it is appropriate that we do so. The celebration of women is crucial in our democracy especially when next year, we celebrate 10 years of democracy. The foundation has been laid for a dispensation that recognises women to play a meaningful role in government and business.

It is commendable that the Hope Project is focusing on under-priviledged children in our community. Our society and nation needs projects of this nature to give children an opportunity to stand on their own. If we do not look after children we run the risk of having a weak generation of adults.

The 110 school children that you have touched by giving them school shoes would not go unnoticed. I am convinced that also children that live in Emdeni, Abraham Kriel, and Maria Klopper homes will also remember the kind act from the Department of Correctional Services. That will effectively give the public and stakeholders the positive side of correctional services.

I am pleased that the Department of Correctional Services has broken new ground by being a responsible government department. That shows that a government department can get involved in corporate social investment. It is not the private sector that can get involved in corporate social investment.

Government can also get involved and the Hope project is a testimony to this fact. It is a powerful project that touches the lives of children. This is also an act of love and compassion. We need to show to poor sectors of our community that we care over and over again.

Our actions should confirm that we mean what we say by doing acts of love and compassion. We need to show warmth to difficult situations and be sensitive to children.

I want to also congratulate sponsors of the Hope project because they are partnering with government to reach out to needy sectors of our community. This shows that when the public and private sector are partners in social development projects lives can be changed radically.

Public and private sector should break the poverty cycle that has gripped our nation. The nation needs healing, caring and a loving environment and homes. Children when living in loving and caring environments and homes they can develop into strong adults who can make a meaningful contribution in society.

We owe this to our children and what better way to build a solid foundation in the form of Hope project.
