I am happy to receive the statue of Chief Mogale tonight. It is also fitting to receive the statue at the 10th Anniversary celebration of the Carnivore.

At this moment, I would like to explain the historical significance and background of Chief Mohale or Kgosi Mohale. Mogale City was named after Kgosi Mohale precisely to highlight the rich heritage of our area and region. Mogale City was named after the Chief because the city is a heritage location or area.

It is the heritage that we should cherish and pass on to our children and the next generation.

It should also be noted that Mogale City is a place of royalty - Ke ko bokgosing. In isiZulu, kuse bokhosini. Therefore, Mogale City is not just another place outside of Johannesburg.

Back to the historical background of Kgosi Mohale, he was the chief of the Tswana-speaking people, who lived in the Magaliesburg and Krugersdorp area. Mogale means the brave one. Mohale was a name given affectionately to the chief, who was an heir to the Po chiefdom. In the late iron-age period or in the early fifteen hundreds, the Tswana-speaking people arrived in the Witwatersrand-Magaliesburg area. They came in their numbers from Botswana. It was then that Mogale people occupied the whole of Krugersdorp and Magaliesburg area. The people were identified and called after their chief.

The Mogale people were called iron-age people because they were the first to smelt iron. These people were agriculturalists and were cattle farmers. They also lived off the land.

Contrary to conventional wisdom, the issues of governance are not foreign to African people and this is demonstrated in the way Chief Mogale organized his government. He ruled his people through councilors, who reported directly to him. His council advised him about matters affecting his area of jurisdiction.

This is the rich heritage highlighting the sophistication of our past African leadership. Chief Mogale's governance structure included elderly men who were responsible for two or three households and the elder men reported to the village councillor. Each village had a local court, where cases could be heard with an appeal court of the Chief. At this level decisions taken by the Chief's court were final and binding.

It is important to note that Mogale City emerges as a local municipality that embraces the values of bravery and leadership projected by Chief Mogale.

In the current day of governance, values of accountability and transparency are enshrined in how we operate and deliver services to our citizens. We have councillors, who play a pivotal role in advising our administration on how to better serve our people.

Mogale City Local Municipality shall aspire to show leadership in serving our communities better. In the spirit of Chief Mogale, bravely endeavour to find ways of functioning effectively to serve and protect our citizens. It is against this background that we receive the statue of Kgosi Mohale tonight. This is one way of reviving the legacy left by Chief Mohale.

I thank you.
