Managing the City
The administration of the Mogale City Local Municipality has undergone a transformation process, arising from a strategic planning in November 2006.

The new structure reduces the 13 directorates to six key departments, all reporting directly to the Municipal Manager.

The six newly crafted departments are:
  • Infrastructure Services
  • Social Services
  • Economic Services
  • Environmental Management
  • Municipal Financial Management
  • Corporate Support Services
The other seven sub directorates will report to the various key functional directorates and will continue to perform the important supportive role for the organisation. Most of these functions performed by support service organisations have been subsumed into the six key departments for cost effective service delivery.

At the head of the administration is the municipal manager, the chief accounting officer for council.

The Municipal Manager of Mogale City is Dan Mashitisho.

Meetings
Management: the municipal manager and his team of executive managers hold monthly meetings to discuss key strategic service deliverables, as the accounting officer, he provides guidance on achieving set goals on IDP projects. Further, quarterly meetings are scheduled with both the managers and executive managers to monitor progress on key strategic deliverables within various functional directorates. During these meetings expenditure patterns on some of IDP projects are monitored versus the allocated Capex and Opex budget, time frames etc.

With the onset of the new structure, this notion of management meetings may change to accommodate the new areas of responsibilities for the six executive managers and working relationships between them and the newly acquired service units that were previously directorates

Another structured operational forum of the administration is the monthly Local Labour Forum meetings where stakeholders deliberate and discuss common issues around labour and provide input into how the administrative functions of the organization should be managed.

The outcomes of negotiable issues are then cascaded down to the respective political offices through portfolio committees and then to the Mayoral Committee Meeting through the governance portfolio head.
