BENEFITS FOR INDIGENTS

1. 50kWh free electricity
2. 6kl free water
3. Subsidized rates and taxes
4. Free installation of Prepaid Meters

QUALIFYING CRITERIA
Households who are unable to pay for their assessment rates and service accounts and who are interested in applying for indigent status must conform to the following criteria; the applicant must: -

1. Be a resident of Mogale City and must produce; -
   • Proof of ownership (e.g., title deeds or allocation paper)
   • An active MCLM account registered in the applicant's name.
2. Be in possession of a valid green South African identity document
3. Have a Joint Household's income of R0 - R1500
4. Have proof of pay slips if they are employed and earning as above in 3
5. Submit a copy of recent bond statements and a 3 months bank statement where applicable
6. Not own more than one property
7. National Social Security Grant Slips (if applicable)
8. Copy of the death certificate of the account holder (where applicable)

For households who do not qualify, Municipal Offices are open for making alternative payment arrangements.

BENEFITS FOR MAKING PAYMENT ARRANGEMENTS
Mogale City Local Municipality will consider: -

1. Writing-off 25% interest charged on outstanding debt, after signing acknowledgement of debt and making payment arrangement with the Municipality
2. The 10% deposit requirement may be waved for signing acknowledgment of debt.
3. 100% write-off on interest charged on the total outstanding debt on condition that household pays the account consistently for a period of 12 months

CONDITIONS
Indigent status will be granted on the following conditions: -

1. Indigent grant is subject to the installation of prepaid meters
2. Preliminary registration does not automatically qualify applicants as indigents
3. Applicants must allow home visits for an assessment of indigent status
4. Applicants must continue paying their current account until installation of a prepaid meter.
5. Submission of fraudulent information will disqualify the applicant and once disqualified;
   • All arrears will become payable immediately
   • Stringent credit control measures will apply
   • The applicant will not be eligible to apply for this assistance for a period of 5 years
