REQUEST FOR EXPRESSION OF INTEREST FOR THE DESIGN AND PROJECT MANAGEMENT FOR THE CONSTRUCTION OF THE LUSAKA PUMP STATION AND RISING MAIN

The Water and Sanitation Directorate of Mogale City Local Municipality (MCLM) requires the expertise of a specialist Consultant whereby the consultant submit credentials for the design and project management for the construction of the Lusaka pump station and rising main project.

1. Intent

MCLM intent is to upgrade the existing Lusaka pump station and rising main, which include investigation, detailed design, and the construction thereof on site. The upgraded pump station will service the existing Lusaka Townships Extensions, as well as the proposed Rietvallei Extension 4, approximately 5500 residential stands.

2. Background

The existing pump station consists of 1 (one) 22kw Flyght pump, dual electrical supply panel, and a sump capacity of 20m3, MSU 900 level controller and a SMS telemetric system. The pump station was designed to service the existing Lusaka extension 2 and 3, with a small bore sewer system. Over the past 3 years, the small-bore sewer system was upgraded to a full water borne system, which is exceeding the current capacity of the existing pump station. In addition the new 500 stands for Lusaka extension 3A and the proposed Rietvallei extension 4 (1500 stands) will be serviced by the upgraded pump station.

3. Terms of the Expression of Interest for the Upgrade of the Lusaka Pump Station and Rising Main

With the above in mind, MCLM wishes to contract the services of a consultant for the:

• Design of the pump station (civil, electrical and mechanical) and rising main;
• Management of the project.

4. Proposals and Submission

The expression of interest should provide a written assessment of the resources required to complete the pump station and rising main, both in terms of human resources, time and fees. An indicative detailed price schedule for the planning and design, and management of the project must be provided separately. All disbursements to be considered for the design and management of the project must be detailed and included in the tender price.

Any expression of interest submitted should be itemised and cross-referenced to the abovementioned deliverables, thus allowing for flexibility on behalf of MCLM in making any appointment. All remuneration and rates must clearly state whether Value Added Tax (VAT) is included or excluded as well as the rate used in calculating the VAT component. Unless otherwise stated, the expression of interest will be considered valid for a period of six months. The Consultant should also indicate how escalation will be accommodated especially relating to the rates component of the tender.

All reporting and information will be channelled through the Director: Water and Sanitation or her nominated representative. MCLM reserves the right as its sole discretion to disregard the lowest, highest or any other bid, and/or appoint more than one specialist. Although considered unlikely, MCLM reserves the right to apportion the items described above to different consulting firms should this be considered a more appropriate option. No remuneration will be given for any expenses incurred by the Consortium in the bidding process for this expression of interest.

Any proposal submitted in terms of this expression of interest should not be construed as a contract between the Consultant and Mogale City. A valid and binding formal agreement together with an appointment letter will be concluded after adjudication and possible negotiations with the preferred consortium.

5. Closing Date, time and place

Wednesday 23 November 2005; at 12:00
Tender box number 3 at the reception desk of the Sub-Directorate Electrical Services, situated on the upper level of the West Wing of the Mogale City Civic Centre in Krugersdorp. All quotations shall hold good for 60 days as from the closing date of quotations. No late quotations will be accepted.

6. Point Scoring

Acceptable proposals will be evaluated by using a system that awards points on the basis of 80 points for tender price and 20 points for the meeting of specific goals. The specific Procurement goals are: HDI Equity; SMME status; Local suppliers (Mogale City based).

Preference points will only be allocated if the required information was provided.
