Municipalities are expected to be self-funding, raising revenue from property rates and the provision of services such as water and electricity.
CASH from rates is used to pay for municipal projects and maintenance, including roads, storm water drains, street lights and community facilities like parks, libraries and recreation centres.
The rates pay for all other services except water, electricity, sewerage and refuse removal.
All property owners – both those who own freehold properties and sectional title holders – must pay property rates.
These rates are based on the market values of properties, which are recorded in the General Valuation Roll.
