LICENCING SERVICES

In terms of the provisions of the National Road Traffic Act (Act 93 of 1996), all motor vehicles which are operated on South Africa’s public roads must be registered and licenced, and all drivers should be in possession of a valid driving licence.  Regulation 32A of the National Road Traffic Regulations requires all persons who wish to transact with the Licencing Authority on the Natis system to provide proof of residence.

ACCEPTABLE IDENTIFICATION
  • A valid temporary RSA identity certificate
  • A valid RSA driving licence card
  • A valid RSA identity document, card or certified copy thereof (smart card)
  • A valid RSA passport
  • Traffic Register Number (TRN)certificate issued by Natis in terms of the National Road Traffic Act provided that the TRN for a private individual is accompanied by a valid source document in the form of an unexpired Refugee ID (BI-1707), a valid foreign passport, work permit or study permit
  • Certificate of incorporation or name change of a company
  • The founding statement or certificate of the name change of a close corporation
  • A Business Registration Number (BRN) for businesses

An official tax return/tax assessment
A recent short- or long-term insurance policy document or renewal letter
A valid television licence document
A lease agreement signed by both parties Valid for the duration of the agreement

MOTOR VEHICLE REGISTERING AUTHORITY

All motor vehicles operating on South Africa’s public roads must be registered and all drivers must have a valid driving licence.

MOTOR VEHICLE REGISTRATION

Required documents:

  • Acceptable identification for both buyer and seller
  • Proof of address not older than 3 months
  • Original registration certificate
  • For a new vehicle, the manufacturer certificate
  • For a pre-owned vehicle, a completed and signed change of ownership notice signed by both seller and buyer
  • A roadworthy certificate in the case where ownership of the vehicle changes from one person to another

Current prescribed fee: R 192.00

MOTOR VEHICLE LICENSING

Required documents:

  • Acceptable identification
  • Proof of address not older than 3 months
  • Licence renewal notice. In the absence thereof, a completed Application for Renewal of Licence form (ALV)
  • A roadworthy certificate if the vehicle is a Road Transport Quality System (RTQS) vehicle

This fee is calculated according to the type and tare (weight) of the vehicle. A transaction fee of R72.00 is payable for each vehicle licence transaction.

APPLICATION FOR PERMIT

3 days and 21 days permits

Required documents:

  • Acceptable identification
  • Applicant must complete a Temporary Special Permit (TSP) form
  • Vehicle must be roadworthy to obtain a 21 days permit

Current prescribed fees:
R252.00 for a temporary permit
R96.00 for a special permit

DUPLICATE REGISTRATION CERTIFICATE

Required documents:

  • Acceptable identification
  • Proof of address not older than 3 months
  • Only the title holder of the vehicle is authorised by law to apply for a duplicate registration certificate. He/she must visit our Licensing offices in person

Current prescribed fee: R264.00

CHANGE OF OWNERSHIP

Required documents:

  • Acceptable identification of both buyer and seller
  • A completed Notice of Change of Ownership (NCO) form signed by both buyer and seller

Please note:

  • The seller must hand over the current original registration certificate to the buyer
  • The seller must also submit the change of ownership notice to his/her appropriate registering authority within 21 days after the date on which the motor vehicle was sold
  • The buyer must apply for registration of the vehicle to his/her appropriate registering authority on form RLV within 21 days after the date on which the vehicle was purchased/acquired. The application must be accompanied by the current original registration certificate       

All registered leaners, drivers and companies can register their profiles online at https://online.natis.gov.za. Once registered, you will be able check and download your motor vehicle licence renewal notices currently expiring in the next two months.

DRIVING LICENCE TESTING CENTRE (DLTC)

As of 1 January 2020, all driving licence related applications can be done exclusively online and walk-ins will only be allowed for applicants who are 60 years and above. Dedicated resources to help speed up licence renewals for this age group will be put in place on Wednesdays ONLY.

DRIVING LICENSE CARD RENEWAL

Walk-ins will be allowed for applicants who are 60 years and older on Wednesdays only.

  • Acceptable identification and copy thereof
  • 1 ID photo (2 if temporary driving license is needed)
  • Application for driving license form (DL1)
  • Optometrist certificate (optional)

If the DLTC is unable to provide a service on your appointment date for any reason, you will have 14 days (from date of appointment) to return to the centre and process your application.

LEARNERS LICENSE APPLICATION

Bookings must be done online via online.natis.gov.za and be confirmed before the expiry date on the booking confirmation.

  • Application for Learners License form (LL1)
  • Optometrist certificate

  • Copy of a valid driving license including Professional Driving Permit (PRDP)
  • Application and notice I.R.O Registration as Instructor form (RI)
  • Medical certificate – MC form (valid for 2 months)

PROFESSIONAL DRIVING PERMIT (PRDP)

Walk-ins will be allowed for applicants who are 60 years and older on Wednesdays only.

  • 1 ID photos
  • Application for driving permit form (PD1)
  • Certified copy of Hazchem certificate (not older than 6 months) for category D (Dangerous Goods)
  • Medical certificate (MC form)

Transaction fee: R324.00

If the DLTC is unable to provide a service on your appointment date for any reason, you will have 14 days (from date of appointment) to return to the centre to process your application.

 

DRIVING LICENSE CARD COLLECTION

A driving license card can be collected from Counter 14 at our Licensing Centre

If you are unable to collect your driving license card, you can send someone to collect it on your behalf with the following documents:

  • Acceptable identification or a certified copy thereof (for the applicant and the nominee)
  • A written authorisation stating that you have nominated someone to collect the license card on your behalf (form MCP172)
CHECK DRIVING LICENSE CARD STATUS
  • Register your profile on online.natis.gov.za
  • Log into your profile
  • Check the “Dashboard” under “Licensing Information Summary”
  • Your “Licence Status” must show “Received by NaTIS” which means the driving licence card is ready for collection

For security and legislation requirements, no information regarding motor vehicle owners or driver’s licence holders or a motor vehicle will be issued out except if accompanied by a completed official application form for the specific transaction submitted in person with acceptable identification.
